iPad Not Charging? How to Tell What's Actually Wrong

An iPad that won't charge is usually the cable, the charger or a dirty port, not a dead device. Work through it in that order: try a different cable and a higher-wattage charger, then clean the port properly, then force-restart. Why won't my iPad charge?
In rough order of how often we see it:
- The charger is too weak. This is the big one, and it's not really a fault. iPads draw far more power than phones. A 5W phone plug will trickle an iPad Pro so slowly that it loses charge while you use it. It looks broken. It isn't.
- Lint in the port. iPads live in bags. The port packs with pocket fluff until the connector can't seat fully.
- A failing cable. Cables fail at the strain point near the plug, often with no visible damage.
- A worn charging port. Years of plugging in loosens the connector or breaks a solder joint.
- A battery at end of life. It charges, but drains fast, or stops at a percentage and won't move.
- Board-level damage. Usually after liquid, or after a cheap charger failed. The charging IC on the logic board takes the hit.
Try these first, in this order
Use a proper iPad charger. At least 20W, and the one that came with the iPad if you still have it. Plug into a wall socket, not a laptop USB port or a car adapter. Leave it half an hour before judging.
Look into the port with a torch. If you can see grey fluff, that's your problem. Power the iPad off and use a wooden or plastic toothpick to lift the lint out, working from the back of the port forward. Never a metal pin, and never compressed air blown straight in, which packs the debris tighter.
Swap the cable. Borrow one you know works. Test yours on another device.
Force-restart. On an iPad with Face ID or a top power button and no Home button: volume up, volume down, then hold the top button until the Apple logo appears. On an iPad with a Home button: hold Home and the top button together until the logo shows. This clears a surprising number of charging faults where the iPad had simply hung.
Leave it on charge for an hour. A deeply flat iPad can sit on a black screen for 20 minutes or more before showing the charging symbol. People give up too early on this one.
How do I tell whether it's the port or the battery?
The symptoms separate fairly cleanly.

That last row matters more than the others. A swollen battery pushes the screen up from underneath, and people usually read it as a screen problem. It's a pressurised lithium cell. Stop charging the iPad, don't press the screen back down, and bring it in.
What we see at the counter
The single most common iPad "not charging" job we get isn't a repair at all. It's someone charging an 11-inch or 12.9-inch iPad Pro from a phone plug. We hand it back with a proper charger on it and no charge for the diagnosis.
The second most common is lint, cleared in a few minutes.
The actual repairs, once those two are ruled out, split roughly between ports on older iPads that have been plugged in daily for five years, and batteries on anything past about four years of heavy use. Board-level charging faults are the smallest group and almost always follow liquid or a failed third-party charger.

Is it worth repairing, or should I replace it?
A port or battery job on an iPad that otherwise works is almost always worth it, because you're spending well under replacement cost on a device that's fine apart from one part.
Where it gets marginal is a board-level charging fault on an older iPad, where the repair can approach what the tablet is worth second-hand.
